You can set another Designer up as an Editor of your Website and as part of the setup process you will have the option to grant them permissions to do most administrative tasks.
As a way of keeping our site simpler for Editors, we've hidden the button to add a new website. Usually this is the desired behavior, but if it isn't you can convert the Editor account to a Designer account so that they can add new websites.
To do this, log into FreeCMS. Next click on the 'Profile' link in the upper right corner. Finally change the 'Account Type' drop down from 'Editor Only' to 'Standard User' and click save.
